false letterboxing in fansubs

At first I wasn't sure if I was right, because it's becoming more common for TV series to be presented in letterbox format (especially HDTV broadcasts), but I'm becoming increasingly convinced that a lot of fansubs out there are being falsely letterboxed. I keep on seeing bits of text at the top or bottom of the screen that is cut off. Rarr... I don't know where along the line this is happening, but it seriously annoys me. I don't prefer widescreen movie DVDs to fullscreen ones because of the dimensions - I just don't want to have part of the image cut off!!
