I'm sure there are techniques in the book that can work for any type of romantic relationship, so even though it's aimed probably at middle-aged married couples, you could probably still learn something from it. Dr. Phil tends to be straightforward and easy to understand, so I don't think it would hurt to try, though I'd go to a Barnes and Noble and browse through it a bit just to be sure that you aren't wasting your money on something.

The question about age is more about whether I'm too young to take a relationship seriously enough to try to save it. At this age, shouldn't I just break up and find someone new?
I don't think so, unless you yourself think that you're inexperienced. I don't think it's necessarily the quantity of relationships that teach you valuable skills, but the quality. I know a couple who have been dating since they were in middle school a year behind me, and I've seen them argue, be close to breaking up, but they were always able to work out their problems maturely in the end, and now they're getting married :)
It all depends on whether the person you're with is willing to work things out and learn from mistakes instead of becoming petty. I think if you share a love for each other, it's worth it to try working things out and finding good solutions to your problems rather than just chalking it up to experience and moving on without another look.
